There are many more cases like Frank Hatley and Emmanuel Coleman-Ruff where men are jailed for not paying child support on someone else’s child.

Legal DNA paternity testing at birth could have prevented Hatley from being deceived about paternity. It is time to call for preventive solutions like a legal DNA test before registering a man or teenager as the biological father on the birth certificate.

And no court order nor administrative order prior to having results of a legal DNA paternity test .This simple action would insure that each child’s birth certificate reflected the true paternal lineage whenever a male is alleged or presumed as the natural father.

A DNA paternity test will also keep innocent men out of jail like Hatley and Coleman-Ruff. A annual report issued by the American Association of Blood Banks found that nearly 30 percent of paternity tests conducted in the U.S. reveal that the man being tested is not the biological father.
